The Partnership was supported by a full time Programme Management Executive (PME) based in Glasgow. The PME, a company limited by guarantee, was known as Strathclyde European Partnership Limited (SEP Ltd). SEP Ltd was formed by the 12 local authorities, Scottish Enterprise, 5 Local Economic Development Companies and the Further Education Colleges Partnership for the region.
SEP Ltd was responsible for the day-to-day management of various 2000-06 European Funds Programmes and provided a link between local partners, the European Commission and the Scottish Government. 50% of the company's funding came from the European Commission and the other 50% from partners through a voluntary management contribution based
on the level of grant awarded.
