Project Evaluation
Project evaluation is actively encouraged in all
projects and particularly where new approaches or continuation funding
is being sought. The choice of internal or external evaluation depends
on the scale and nature of the project. ERDF applicants seeking continuation
funding will be asked to provide external evaluation prior to
submitting the continuation application. ESF applicants may also
be asked to submit external evaluation material if the same project
has been running for a number of years. Where necessary external evaluation costs can be included as eligible
expenditure but you should remember that the cost of the evaluation
should not be disproportionate to the amount of grant awarded.
Programme Level
Programme Monitoring Reports
Monitoring of the
2000-2006 Programmes Monitoring and Evaluation has involved a rigorous
system of reporting the results of funding to the Scottish Parliament
and to the European Commission. The analysis of intelligence gained
from individual project monitoring can tell us how the Programmes
as a whole are progressing. This analysis is used to manage the Programmes,
highlighting areas that need further work or guidance. The monitoring
information will form the basis for the annual implementation reviews
and annual reports that are completed throughout the Programme periods.
